Role Summary Prediction Learning Associates is seeking a dynamic and results-oriented Senior Executive or Assistant Manager for HR Operations. This role is pivotal in managing our third-party payroll and factory outsourcing services. You will be responsible for ensuring seamless service delivery, maintaining high client satisfaction, and driving business growth by onboarding new clients and managing end-to-end HR operations. Candidate Requirements Experience: Proven experience in HR Operations, Third-Party Payroll, or an Agency/Consultancy environment. Skills: Strong understanding of labor laws, payroll processing, and executive search. Mindset: A "business development" approach with the ability to negotiate and close deals. Communication: Excellent interpersonal and presentation skills for client-facing interactions. Leadership: Ability to guide branch managers and supervisors to deliver effective HR services. Key Requirements
1. Client Relationship & Business Development Onboarding: Proactively identify potential clients, conduct needs assessments, and prepare/submit winning proposals. Growth: Achieve a target of onboarding two new clients per month for Executive Search, Third-Party Payroll, Training, or other PLA products. Retention: Visit client sites regularly to address grievances, resolve issues, and ensure operations align with the client’s expectations. 2. Outsourcing & Payroll Management Supervise the day-to-day workflow of third-party payroll and factory outsourced staff. Manage the full payroll cycle, ensuring accuracy and timely delivery. Financial Oversight: Ensure all invoices are prepared, submitted, and collected on time to maintain healthy cash flow. 3. Talent Acquisition & Team Leadership Recruitment: Manage end-to-end recruitment for clients; post vacancies on job boards/social media, and conduct interviews using reliable selection tools. Assessment: Develop specialized assessment modules for various job openings to filter high-quality candidates. Supervision: Mentor and supervise HR supervisors, HRBPs, and branch teams; monitor performance through KPI tracking. 4. Operational Excellence Develop and implement operational strategies, policies, and procedures to align with business goals. Ensure all logistic support for clients and workers (e.g., joining materials) is provided promptly. Guarantee compliance with company policies, safety regulations, and legal requirements.
